General Appearance:
Dustin is pretty short for his age. He looks young because he hasn't yet hit puberty. He has a long and very pronounced scar on his right forearm from when he was nine and infatuated with blood. The rest of him, however, is scar-free. He managed to inherit the good looking genes from his parents, making him a bit of a stud. His bright green eyes are seen as attractive by most girls, but he doesn't really care. Dustin likes to dye his hair often. Usually, it's dark brown, black, or has highlights of one color or another.
For a thirteen year old, Dustin is pretty muscular. He has a lean, athletic form. Because of this, he feels very comfortable wearing tight clothing. Usually, he is seen wearing tight v-neck shirts and skinny jeans. Though completely straight, Dustin likes to accessorize, often adding a hat, necklace, or a pair of sunglasses to his ensemble. He can be described as having an "emo" look.
Personality:
Dustin's personality is quite complicated. He's one of those individuals struggling with the good and the evil inside him. Most of the time, he's rather selfish and arrogant. His good looks have given him a big head. His power is also pretty impressive, further stroking his ego. He tends to look down on people with "lesser powers". In other words, those who can't do the things he does. He also has a serious attitude problem, often talking back to teachers and peers. He's been known to instigate fights. Dustin is extremely sarcastic which may get on peoples' nerves.
But, as stated above, there is a good part of Dustin that struggles to show itself. Dustin is extremely intelligent. It isn't a "power" as it's not quite as pronounced. But, he's a very good student and likes getting good grades. Though he never really shows it, he feels guilty for the way he treats others. He hides the guilt from himself as well as others to preserve his "reputation". Finally, Dustin grew up in a very poor household. Because of this, he has a certain empathy. He knows what it feels like to be the underdog. This is part of the reason he works so hard to undermine them. He doesn't like to remember what life at home is like. Instead, he procures designer clothing so he looks the part and doesn't tell anyone anything.

History
Dustin grew up near Hammel. The day of his birth was the happiest day in his parents' lives. However, the family was very poor. His parents, Jaret and Leslie, couldn't afford a child. But, they loved Dustin too much to give him up. Instead, his mother took up a job as a waitress/dancer at a nearby club and his father worked as a bartender. They didn't make much money, but it was enough to get by.
When he was very young, Dustin woke one morning to find a large spider on his face. Since that day, he's been afraid of any kind of insect or arachnid. As he got a bit older, he became infatuated with blood. It's color, it's smell, everything about it fascinated him. One afternoon when his parents were at work, Dustin took a long knife and sliced his forearm. He watched the blood run down until he grew quite dizzy. His parents came home to find him unconscious on the floor. They took him to a hospital where he got five stitches. He told everyone it was an accident.
The summer before he turned eleven, Dustin's powers manifested. He'd gotten extremely angry at a boy from school. Suddenly, Dustin had expelled a large amount of energy from his body. The other boy was thrown across the room and Dustin collapsed, exhausted. His uncle Jonathon suggested he might be a meta-human. Shortly after this suggestion, Dustin received a letter from Hammel, proving his uncle right.
As soon as school rolled around, Dustin decided he was going to be a new person. Instead of the poor loser he was at his public school, he was going to be noble. The first step was fixing his wardrobe. He got some of his clothing from thrift stores, but the rest he had to steal. Soon, he was enrolled in the Hammel Institute to learn more about his powers.
While there, he didn't make too many friends due to his questionable personality. But, he managed to find one or two really good ones who actually understood him. He learned more about his powers and got much better at controlling them. He is able to manipulate energy, meaning he can expel energy from his body in "blasts" and construct things out of pure energy. His powers are extensive and very hard to master. But, through his time at the Institute, he hopes to learn more about them.
Roleplay Example
From a Vampire Diaries RPG:
Stefan stood, apathetic. Damon used the same lines. It was always the same accusation. But, it worked and Damon knew it. So, he intentionally brought up the past in order to make Stefan feel badly about himself. Why did Damon enjoy that? Stefan would never know. For, there had been a time when Damon had comforted Stefan when he felt bad. That time, however, was long gone. Katherine had come and ruined everything. Now, she was back to do it again. That angered Stefan more than anything. Hadn't she ruined his life already? Why did she want to come back to ruin his afterlife? And, after all these years, why was she back at all? That was the part that got to him. She had had a century and a half to find the brothers. Yet, she had waited until now to do so. He couldn't even imagine how the situation was affecting Damon. His brother had been pining for Katherine, believing her to be stuck in the tomb beneath the ground. Instead, he had found out from another source that she had been avoiding him for 145 years. Now that she was back, what would Damon do?
"That was one day, Damon. And, it's a day you will never let me forget. I hate to break it to you, but reminding me of it so many times lessens the effect. That and I know I'm right, of course. You're ignoring what's right in front of you. There is a crap load of danger in the area, but you don't want to help. You know what? We don't need your help. Just go back to the boarding house and eat an innocent girl. See if I care!" Stefan was furious. At some point, annoyance had simply turned into anger. And, during his short speech, the anger had escalated. He noticed his hands were shaking. Taking several deep breaths, Stefan managed to calm himself down. He hated the way Damon could do that to him. "I have a sense of humor. It's just not Damon humor, as I've said before. You tend to destroy any good mood I might be in at any given time. So, a sense of humor is hard to come by in your presence."
"What do you mean? Of course I trust a text over your word! You haven't done anything to make me want to trust you! You've gone behind me a hundred times, killed people in the town trying to expose me, and you tried to steal my girlfriend! Where did you think that was going to get you? If you want to win me over, you should actually try." Stefan almost laughed. Why did Damon sudden think he was trustworthy? If anything, his word only made Stefan distrust him more. "Look, maybe you weren't doing something illicit, but this text makes me think differently. If you were really sitting at home at the boarding house, you would've shown up faster, too. And, don't tell me you would have ignored it because it said that Elena was in trouble. For the record, she sort of is. Maybe not big trouble, but I was kind of panicked at the time! If you had read the first text... But, I digress. What I mean to say is that this text gives me a whole lot of reasons not to trust you. And, unless you can tell me what it means, I don't see this going any further. Just go back home, Damon. You're no help to us, anyway."
As Damon continued to rant, Stefan started to tune out. Damon wasn't getting them anywhere. The sooner he went home, the sooner he and Elena could get to work. Maybe they could call Ric, tell him of a change of plans. Damon was unreliable and... Stefan stopped. No, that wasn't true. He was letting anger at his brother cloud his thoughts. Just because he was in a bad mood tonight, didn't mean he wouldn't help ever again. In fact, Damon had helped them plenty of times. Stefan sighed. He was letting his emotions control him. There was no need to call Ric, and he should probably apologize for being a brat. Even if his brother was being a jerk, it was the way he'd always been. Damon simply didn't know any better. Stefan did. And, that made all the difference.
Then, Elena was speaking again. What she said, though, confused Stefan. Damon was still in love with her? After all of that? Well, he supposed it was believable. If he was really against killing her, that said something, didn't it? And, the fact that he was so against killing her made something click in Stefan's mind. The text message. It was cryptic and snarky at the same time. Now, Damon was protecting Katherine? There was a connection, surely. That was where he'd been. Damon was pulling a fast one. Was he gathering information for Katherine? Of course he was. And, Stefan had just shared with his brother the goings on in Mystic Falls. Great. Elena didn't seem pleased with Damon, but Stefan didn't think she'd guessed. He had been about to apologize, too. That certainly wasn't happening now!
"Hmm... Well, I guess that would work just as well. I'll hear it if she comes in and I'll do my best to protect you." He squeezed her hand. "As for being good... Well, I'll do my best with that, too. But, I'm not making any promises." Stefan winked before turning on his brother. It was too much of a coincidence. Damon was no longer on their side.
"Why are you defending her, Damon? Can you answer that? I mean, she led you on for a century and a half... Now, suddenly, you realize you love her anyway? I thought you didn't care. I thought you were over her. But, you're not, are you? I can't believe that." He glared at Damon. "Aren't you curious why I can't believe you, brother? No? I know where you were. Well, not the specifics, but you were with her. Don't lie and tell me you weren't because that would only prove my point. Honestly, Damon, what are you thinking?! You're letting her in again. She's going to use you, then throw you out just like before. I don't want to have to pick up the pieces again. I won't. You can avoid the heartache and stay on our side, or you can just get the hell out. Your choice, but I'm not going to wait for you to turn around and stab us in the back. I'm not taking that risk with Elena. So, what's it going to be?"
