General Appearance:
Penelope wears a lot of revealing clothes. If she could, she'd probably walk around naked. She has a girly way to wear, tight as can be as she'd call it herself. Her hair is usually tied up in a tidy ponytail, or she lets it hang loose. She wears natural makeup, but spends a long time putting it on and planning what to wear.
She has quite the charming and beautiful smile, that would light up a room. Her skin is tanned, due to her being a Mexican. Her hair reaches to her middle back, and it's naturally wavy. Penelope walks around with confidence, being aware of her beauty and well trained body.
She's about 5'5 (1.67 cm), and has naturally pouty lips. Her cheekbones are also defined, something she's always been incredible proud of.
Personality:
Penelope loves attention, and she'll do anything to get it. She's extremely angry at the world, but hides behind a bitchy, slutty attitude. She loves causing others misery, because even for a short moment, it makes her feel better about her own life. She was quite popular with the boys at her last school, before she came to Hammel. And she's not planning for that to stop anytime soon. She might love attention, and men, but if there's one thing she'd never do, it's cheat on someone.
She loves commenting and throwing remarks at people, and is often described as someone with a cruel attitude. The motivations behind her aggressiveness towards people is due to the fact that she's struggling with her past. Her father died in her early teens, and she can't stand her mother. She feels extremely alone, but puts on the normal touch, bitchy act to hide it.
Even though she claims that she doesn't care what anyone thinks of her, she does. She claims she can merely slash them with her vicious words or hurt them in some other way. She's extremely though, or at least she pretends to be. One of the many reasons that she loves attention, is because of her need to feel accepted. Her looks are incredible important to her, both makeup and clothes-vise. She only wears brand clothes, and she takes care of her looks, whatever it might cost.

History
Penelope's father, Carlos worked for the military, so her family moved around a lot when she was a child. Because of this, Penelope grew lonely and angry at the world. She had a great relationship with her father, and was a typical ''daddy's little princess'' kind of girl. She didn't go along well with her mother, Maria though. They would fight and argue about even the smallest thing. Her father kept promising he'd be home more, yet he never did.
When Penelope caught her mother cheating on her father at the age of eight when he was out of the country, she rushed out of the house yelling and screaming. As the neighbors came out to check what all the ruckus was, she made sure they all knew what kind of person her mother was. She never told her father, afraid he'd get hurt, and that was the least she wanted.
When Penelope was twelve, her father died on duty. She took it extremely hard, and blamed it all on her mother. Blamed her for him never being home, how she couldn't make her husband happy, and how she didn't love him. During a fight, a few weeks after her fathers death, she was fighting with her mother in the kitchen. Penelope got extremely mad when her mother told her to let go and move on, and swore she'd never forgive her and that she would make her life a living hell.
The first year of Carlos' death, Maria had to take a lot of extra shifts at the hospital where she worked, and she had to get a second job. She was rarely home, since all she did was working and sleeping to make things go around. Penelope used this as a golden opportunity to do as she pleased.
Penelope started acting out, trying to deal with her sorrow and anger. She started small, things like shoplifting and causing trouble at school. But as the years passed by, drugs, alcohol, sex and parties pretty much became her middle name. Her mother grew more and more tired of it and in the end, gave up on trying.
When Penelope was fifteen, she hit the milestone of acting out. She partied every night, slept in, missed out on school and her grades went downhill. A social worker visited Maria and Penelope's home, sharing her concern. Penelope sat at the top of the stairs, listening with disgust as the social worker and her mother planned different ways to deal with her. When the words 'foster care', 'rehab' and 'shrink' came up to discussion, Penelope lost it. She walked down the stair and into the living room where the social worker and Maria sat, talking. Penelope's eyes were cold and distant, she was almost at the bring of tears, and the coffee cup the social worker was holding, smashed into pieces in her hand, and the necklace around her mother's neck tightened. The grip didn't last for long, since these new powers completely drained Penelope's energy.
The next day, a recruiter showed up on their doorstep. Penelope didn't hesitate for long when the question about leaving her home and her mother come forth. Her mother couldn't handle her rebellious personality any longer, and it was easy to see that she too was completely drained of energy. Penelope enjoyed the fear she had seen in Maria's eyes the night before. She loved it. She felt this was her revenge for everything Maria had done to her father. And so Penelope left her home, her mother and everyone she knew to go live at Hammel, where she could learn to control her new powers and live with her 'own kind'.
