So here’s the deal: Yulia is from Norilsk, Russia in the arctic circle, and he will be from the same place. He is one of the her sister Irina’s sons (Irina has three sons and Elena has two daughters). He, as it turns out, is a meta which has caused a bit of panic in the family. You see the last time this happened was with Yulia, who was taken away at age twelve and never came back. There has been some light coordination between her and the family, mostly just notes about births and deaths and the military would censor a lot of it. As such this happening again is bound to cause a considerable amount of panic. Given what did happen Irina & hubby have managed to send their son to Hammel instead of letting him be taken to the school in Russia. This is bound to be a bit of an interesting culture shock and family shock. Lia has never met him and naturally he has never met Lia. In addition to this Irina and Yulia have never gotten along, absolutely not. When Lia was little Irina used to be absolutely wicked to her, and as a result when Lia’s ability manifested it first hurt Irina. That is the family history we are working off of.
The age thing: I thought it might be easier for the character to be older in order to interact plenty, but that is your call. Due to this there are a few possible reasons for him just coming to Hammel now. The first is that his ability may have manifested late. The second being that perhaps he was at one of the other schools, either Odarennyi or Kocher. This is totally your call, you just have to make it work, naturally.
A little more on the family: Now his father’s family is your call. I already mentioned that he has two brothers, probably younger. Irina is 36, she is nine years older than Yulia, who is 27, and two older than Elena who is 34. His maternal grandparents are Nicholai and Christina. Nicholai works in the mines in Norilsk, as that is the main industry there.
