New Character Development Questions

Not really a visitor question since I'm not a visitor anymore but I figured this was the best place to post the question where all Admins might get a chance to address it.
Anyways, now that I'm getting back into the swing of things, I've started to think about developing a second character. I have a couple of things in mind that I'd like to clarify before developing the thoughts further.
One thought would be someone with a power that allows them to perceive physical damage - for example, the child who picks up injured animals only this child can tell the type/extent of the injury by touching them, or in an advanced scenario (which I'd probably stay away from but am using here for the purpose of examples) sensing minute defects in the brain/heart that could lead to disease. I looked through the power list again, and while it's akin to Biological Manipulation I'm not sure if that would be accurate or what else it would be called. Additionally, I would want to make sure I develop this character/ability in such a way as to not have it become a controlling feature in character interactions. I wouldn't want to god-mod by going all "I know how you're going to die." ... "Oh no you've got a physical defect here that only I can be aware of." Etc. Etc. Etc.
So, if I do develop this, I'd like to make sure I don't cross any lines and get the okay from the various powers that be.
On the Second-Character note, another thing I was considering was creating a Housing Staff member. I looked around the site a few times and don't see any guidelines drawn up for this sort of position though, and was wondering what they might be. I take it it wouldn't be like an RA position, unless there ends up being a hierarchy to the staff. However, since there's so many young children living on Hammel's campus I figured the Resident Staff would be important, both in their professional roles as well as their relationship with the students. I've been trying to consider how I would want to develop this sort of a character but keep coming across the same questions. What sort of Housing Staff positions would there be? What would be the summary of their responsibilities? Would they have to be teachers as well or is this a full-time post?
For an example, I spent a semester abroad on a small campus our University owned in England. It was all students from the US studying under british professors. Their policy was to have 1 of the professors live in the abbey with the students at all times. This person was the professional adult (not so much supervisor since we were adults, but in the case of Hammel I take it they would be) whom the students could go to at any time with any problems: someone to talk to, someone to ask questions of, emergency help, etc. At the same time, however, there was a couple who worked for the campus and lived in a small building on the edge of campus. I honestly don't remember entirely what they jobs were, "help" of some sort (I know, in addition to other things, they drove the shuttle into town everyday), however they became the "Mother" / "Father" figures for the kids caught away from home. While they were hired for other reasons on paper, this was in many ways their true purpose.
So, in short, what sort of Housing Staff positions might there be at Hammel? I'm giving these examples because I figure it would help give an idea of what I'm drawing from.
