Powers: Non-fixed Matter State/Liquid Form: RC has a non-fixed matter state to the point that he can liquefy himself. He can neither become gaseous nor solidify completely, only become what he refers to as a “semi-sentient puddle.” This blobular “puddle” is roughly the volume you would expect from a liquefied sixteen year old boy, and being a unpleasant brown-grey-pink in hue…Well lets just say RC isn’t exactly proud of what he can do.
The greatest side effect of this non-fixed matter state is that RC will occasionally let his solidity slip, which contributes to his occasionally moist appearance. That being said, RC has butter fingers (since his hands sometimes turn liquidy) and can rarely hold on to anything important. Other side effects include profuse sweating, dizziness and nausea, and trouble digesting. He also tend to get shocked by appliances, but only minor zaps.
Note: RC's clothes do not liquify with him, but he has enough sentience to drag them along...unfortunately this means they get wet. And dirty.

General Appearance: Though not the darkest in his multi-cultural family, RC still feels a little weirded out standing next to his snowy white parents with his café au-lait colored skin. Weirded out may actually be the best way to describe RC at this point in his life: his expression and overall look seem to hold an endearing awkwardness that he just can’t shake. When looking at RCs face, one might cite a basset hound or other droopy dog. His large brown eyes and full mouth give off a dog-like appearance, but his shaggy dark hair completes the picture. Due to his power, RC's hair almost always looks damp.
RC has a prominent nose that some may consider big, but seems to fit his generally sullen face. When he smiles, his expressive brown eyes squint almost to disappearing.
Other aspects of RC’s appearance are glaringly average. He stand at about five feet and eight inches, and the doctors tell him he’ll probably only grow another three inches or so. Fashion wise, RC does not like to stand out: its jeans, hoodies, and screen print t-shirts for this relatively soft spoken young man. One thing he is rather attached to his a grey zip-up hoodie, which he wears nearly every day (He washes it, Promise!).
Personality: As average as most count RC’s appearance, his personality is even more low key. Coming from a big family, RC just doesn’t draw attention to himself, and he’s okay with that. He’s fairly shy, but not cripplingly so. He’ll approach someone if he’s desperate, and will certainly be amiable if approached. In social situations, he’s more of a supportive wingman type than he is the star of any show. He likes to see his friends and loved ones happy and is more than willing to put himself lower down on the list to make them happy.
To that end, RC is a bit of a push over. He’s likely to give someone he cherishes whatever they want, whatever it is especially if its one of his younger sibling. He’s very much the doting type, looking for any occasion he can to give little gifts or host dinners for people. He knows the importance of feeling special (thanks to some really good parenting) and does his best to make those he cares about feel that way.
The negative aspect of RC’s doting nature is that he tends to worry. A lot. About everything. Especially about his younger or weaker friends. If you even give him a smidgen of a reason to be worried about something, he’s bound to wind himself into a tizzy over it. Of course he’d never admit he was so worried, for fear of burdening someone, but things certainly eat away at him.
Frankly, RC is a bit of a dweeb. His sense of humor is simple (not exactly immature) at best, and he tends to awkward up a room like white on rice. Getting past his social flubs, RC is an winsome and caring soul with a big-brother instinct to no end. Family is important to him, and he treats his friends as his second family…he’s used to having a huge one any way.

History
What do Chicago, Bye bye Birdie, Phantom of the Opera, Les Miserables, RENT, and Legally Blonde have in common (other than being major broadway musicals)?
Its that Natalie and Andrew Manne are huge fans. Huge enough to name their seven adopted children after characters from those plays. That’s right. That crazy. However crazy Natalie and Andrew might have been, being techies on broadway for years before retirement, the loving couple couldn’t bring themselves not to share their big hearts and empty home with children. Natalie was unable to have children, and so the pair adopted, making it a point to welcome into their home children that supposedly no one wanted.
Their first daughter was adopted out of Europe; a deaf baby girl whom the name Velma. Their oldest Son, Conrad, was adopted as a tiny-tot from Uganda, and their third pride and joy was Raoul. Adopted from the pacific islands, Raoul’s biological mother was a teen mother. Given up in hopes that he would have a better life, RC was adopted into the Manne family in his first year of life, so he’s always been Raoul…even though he would like to be named from a less girly musical. Can one really ask that much of such eccentric parents?
Raoul’s other siblings, his rowdy younger brother Jean, the twins Mark and Roger, and lovely little Elle, were adopted from all around the world, all with their own special circumstances. Natalie and Andrew had adopted Raoul for the simple fact that they felt for his mother…never knowing he would manifest a metahuman ability at the age of thirteen.
The first time Raoul liquefied was a fiasco. No one could find him. Their spacious New York countryside property showed no sign of the quiet boy, and his siblings couldn’t claim to have seen him. It wasn’t until Raoul began to reform on the front porch that the family knew anything at all. Terrified that his parents would no longer love him, Raoul could do nothing but cry (which didn’t help the solidification of his body any). Natalie and Andrew, after explaining to their son that Metahumans were humans too and were always welcome in their home and hearts, welcomed the Hammel recruiter into their home.
Three years later and Raoul is much better along at Hammel. He can control when he liquefies for the most part, and has even learned to drag his clothes along with him when he liquefies…though he hasn’t quite mastered how to keep them dry. Though he still struggles with his side effects and keeping his state totally solid all of the time, he can’t say he is unhappy. Plus, with his older brother Conrad nearby in Pilot Ridge and his younger brother Jean starting at Hammel this year…there isn’t any reason to be lonely!
If you ask Raoul about his history, he’ll tell you that a childhood full of show tunes and color blindness is the best way to grow up.

Jean has Long QT syndrome (a heart condition affecting heart rhythm)
Mark and Roger were conjoined at birth. Mark is missing three of the toes on his right foot and walks with a heavy limp, while Roger's right leg his slightly deformed below the knee.
Elle is autistic.
Both Jean and Conrad are metahuman as well.
