General Appearance: Average height for an African-American woman, Victoria has some extra weight that settled in her thighs, hips, rear, and bosom. Most women would be happy about it, but Vikki knows that it means the weight is packed closer to her organs and thus poses more of a threat to her health. That doesn't stop her from eating that extra slice of pie most of the time.
Her warm mocha-skin tone is richly complimented by the warm and hot color spectrum in clothes, and thankfully Lane Bryant and Torrid cater to fashionable plus-sized women. Though the clothes don't make the woman, they certainly help with the packaging.
Kinky curls drop against her shoulders, but if the black, coarse hair were to ever be straightened, the shiny, thick tresses would land mid back. Most of the time, Veronica keeps it pulled back with a wide headband, as there's little else she can do with the mass of curls.
Manicured eyebrows (threaded rather than waxed) arch above intelligent brown eyes and an open face. Victoria doesn't consider herself a great beauty, but rather average. If she were to be asked, she'd say she was too thick, and a solid 5 on the "hot or not" scale of 10.
Personality: On first impression, Victoria appears driven. She believes, in her heart of hearts, that Metas need to be integrated into society as productive people. Different, yes, but people just the same. Her focus is sharply on that task and thankfully her employments is in line with that drive.
A 'relaxed' Victoria is still very , go-go-go. When she does slow down long enough, she usually has her nose between the pages of a romance novel. Her version of 'escape'. There is a mild jealousy over the connections the women in the books she reads are able to obtain, but neither does the reader go out and 'hunt' for a partner in life. She's still recovering from her sister's death, and tells people that she isn't ready for anything remotely resembling a relationship.
Friendly, Vikki is quick to offer the hand of help, or a compliment to a complete stranger. A far cry from the insecure child being moved from short-term to long-term foster care. This isn't to say she doesn't have a temper. Few things will set it off, however, but when the fuse is lit, bystanders beware.
The rage is usually short lived, and a sincere apology is the quickest way to diffuse the tirade of what Victoria feels is a justified dressing down. Though the anger is red-hot, Victoria does not get physically violent, it's all in the words, tone, and volume.

Secret: Victoria still talks to her sister. Out loud, but when she's absolutely alone. It helps her work through problems and puzzles.

History
Victoria was a wanted child, however financial circumstances and postpartum depression had other ideas. Ronald Jefferson tried; three part time jobs, none of which offered benefits and all of which paid barely above minimum wage didn't always pay the rent, utilities, and put food on the table at the same time. Martha's postpartum depression wasn't a thing expected, but it wasn't safe for her to have the baby alone.
At first neighbors helped, but little by little they stopped. They were having enough trouble keeping their own homes and families to always be watching Martha to make sure nothing happened to little Victoria. It was talked about and agonized over, but ultimately Ronald and his wife decided to voluntarily place their child into what they hoped would be a short-term foster care situation until things improved.
Things didn't improve. For three years they tried, Ronald applied for other jobs, Martha looked, but no employment was forth coming. They had to choose between allowing their daughter to be permanently placed within the foster care system hoping she would be adopted, or keep trying only to know the odds were against them. As hard as the choice was, they believed long-term foster care with the chance of adoption was the best option for a future.
Little Victoria, who knew Mrs. and Mr. Evans as "Mama and Papa E" was confused when the state came to take her away. Why was she going? Didn't they want her anymore? Her three-year-old brain couldn't wrap it's thought process around what was happening. No matter how many times the Evans' told her that they loved her, that she was going on to a bigger place, she cried and cried. Their home was what she knew. It was familiar and comfortable. Change was not.
In spite of the very warm welcome the White family and their already long-term placed foster-daughter Patricia gave, Victoria didn't know them. Didn't want to know them. They were strangers, and didn't look like her. Mr. White did, he had the same skin color, but Mrs. White, and Patricia were different. Their skin tones were creamy white. Not at all what Victoria was used to.
For days, going on weeks she wouldn't talk. The White's were patient, they'd dealt with the situation before, and knew that time most often won out. Patricia, who was a few years older than Victoria, was not quite so patient. She wanted a friend to play with, and had been given a sister. She was GOING to play with her sister.
The friendship started very reluctantly, but Patricia was persistent. It took time, but eventually she won Victoria over, and the two were ultimately inseparable. Where school was concerned, they were in different classes, Patricia being two grades ahead of Victoria, but aside from that forced separation, the girls were always seen together.
There was a point when Victoria was being considered by a couple for adoption, but as the process progressed, the couple discovered they were pregnant and backed out at the last minute. There was a sense of hurt on Victoria's part, but it meant she wouldn't have to leave her sister or the family she'd come to love. Personal change was not something she was very good at.
One such change was when Patricia was outed as a Meta. Her ability to wiggle her way into people's heads and have them mimic her movements and words was something of concern. The White household was visited by a man claiming to be from a school just for such gifted individuals. A place where she would learn, and grow just as she would in regular school, but with the added lessons for controlling the abilities. Victoria, to no one's surprise, was not happy about the separation, but was somewhat mollified when the White's agreed to move with Patricia to Pilot Ridge in order to keep their unit together.
College came and went, both girls doing well in their chosen subjects and graduating with honors. The White's had allowed them to stay in their home past the age of 18 and helped them find jobs and an apartment for the girls to share afterward. The foster family remained close after the move.
For years, Victoria worked for a small publishing company working in their PR department until the 2008 recession hit and the company began to falter. She was kept on until the very end when the company filed for bankruptcy.
At the same time the company was going under, Patricia got sick and was hospitalized. Either the doctors couldn't figure out what was wrong with her, or they didn't try very heard with the fear of her abilities. Whatever the reason, Patricia died, leaving Victoria alone. The Whites attended the funeral and offered Victoria a place to stay for a few nights while she recovered from the loss.
Victoria declined. She was convinced that the hospital had goofed up somewhere. That if there had been better understanding of Meta physiology, and if they were accepted within society as people, her sister would still be alive.
Throwing herself into the job hunt and activism, Victoria heard about, and applied for a position with a group working towards finding Meta's a place within society. The only position she was qualified for was the Communications and PR officer. With barely a hope her cover letter and resume were sent and then she waited.
And waited.
And waited.
When the group got back to her, they scheduled an interview after which they made her an offer she just couldn't refuse. Victoria's enthusiasm and know-how were welcome and she threw herself into the job in the same way she'd thrown herself into the search.
Though her sisters death had been the pilot light, Victoria's tenaciousness was what kept it burning.
