Powers: Probability-manipulation. Can alter the probability of certain things happening/not happening. Happened often and uncontrollably when he first developed, but now he has a little more control of it, though it will still happen at random. He's always had an active imagination but since his powers developed it's gotten much worse, leaving him often prone to daydreaming about what could happen (often resulting in accidental use of his powers), and lying. It's skewed his perception of reality/probability.

General Appearance: Josef considers himself blessed with good looks, it's not that he's particularly vain, he just doesn't worry about his appearance the way a lot of teenagers do, and so he doesn't really care about fashion or looking good, he only cares about being appropriate and presentable.
He'll spend a fair amount of time getting ready in the morning, but only to make sure he's spotless and ready for whatever he's going to do that day, so his style is very hit-and-miss with current trends, but he's comfortable with it and sometimes that shows, he doesn't always have to be in the latest style to look good (of course, that's not all the time). Function over fashion is definitely his motto.
Personality: Josef is a nice boy, or he seems that way at first. He's polite and he's pleasant to pretty much everybody he meets - though it rarely goes any further than that, it's a sort of impersonal politeness and he rarely lets anybody get close. He seems to be quite open about himself - until you hear him talking to someone else and you realise almost every detail he gave was a lie.
He's a little spaced out sometimes, busy lost in his own little world, and while he may well spend a lot of time in crowded places, he often isn't really paying attention to the people.
He doesn't really understand people, always having been happier on his own, but the more chaotic his powers made reality and his perception of it, the more he didn't like getting too close to them, as they were unpredictable enough.

Strengths: Maths - Josef is an excellent mathematician, and loves maths because it makes probabilities logical and demonstrable, which keeps him more grounded in reality.
Adaptability - He prefers warning to sudden changes, but whether he's been warned or not he can adapt to any given situation quite quickly (he's just happier about it when he's been warned).
Cooking - Josef finds cooking very relaxing, and he's very good at it, finding it easy to follow recipes to the letter, and considering the whole affair to be very straight-forward and predictable ... most of the time.
Weaknesses: Pathological liar - Unknown whether this is linked to his powers or a separate condition as they both develop around the same time, often forgets what's actually the truth when he's told so many lies about himself.
Concentration - Tendency to daydream and get lost in his thoughts, so often has trouble paying attention in class
Interpersonal skills - It isn't that Josef is antisocial so much as just not very good at relating to people on a deeper level.
Fears: Josef hates spiders ever since his power caused him to get stuck in a room with hundreds of them, and he's scared of chickens (though he'd never admit that).
Secret: The aforementioned fear of chickens, technically most of his life is a secret since it's so rare he tells the truth. His deepest darkest secret is that he's actually very superstitious. He knows he shouldn't be, because he knows all about probability and randomness, but he still is.

History
Josef was born in England, in a little hospital near Brize Norton airforce base, where his father was stationed at the time. By the time he was a year old they'd already moved to Germany, and so begun a perfectly ordinary 'RAF brat' life, every couple of years he'd go to a new school and meet new people, and he began his habit of not getting too close to people - oh, he would get close enough to have a few friends to play with, but he never got too attached because they'd had to move on.
When he was six he was out playing on an old tank, gutted and abandoned on army land used for training exercises, but often frequented by local kids, and he fell, cutting open his calf and causing a trip to the emergency room, after which his mother stopped letting him go anywhere she couldn't see him.
The only constant contact he had, other than his immediate family, was regularly writing letters to his grandmother, whom he grew very close to over the years until her death when he was 12, which hit him particularly hard and caused him to withdraw just that little bit more.
Always having an active imagination, he'd always been prone to exaggeration, but his parents viewed it as harmless - a little boy making more of his misadventures than they really were. As they moved and Josef had to repeat his introductory speech to classes more and more, he started fabricating more interesting versions of his life. It's difficult to tell whether his pathological/compulsive lying came about from this trend, or was linked to the manifestation of his powers.
They continued to move all over the place, Germany, Cyprus, England, USA... it was during one of these stays in the states, when Josef was 13, that his powers began to manifest, though there had been one or two small signs of them previously, they hadn't been recognised for what they were until they started going crazy, causing utter chaos around him - at which point the Hammel Institute heard about him from the school he was attending at the time. His parents were more than happy to let him go, both because he needed training and because they thought it would be good for him to stay in one place for a while.
Since moving to the Institute, Josef has come a long way controlling his powers (though he still has a long way to go), but his social skills are still incredibly lacking.
His lying has gotten worse as well, to the point he feels uncomfortable telling the truth, particularly about anything personal.
It has gotten him in trouble - with both fellow students and authority figures - more than once, as his lies are inconsistant and he often gets caught out. No major incidents yet, but there's more than one person that's probably on the edge if they catch him lying one more time.
Roleplay Example
The alarm clock broke through Josef's rather pleasant dream and startled him so much he caused it to spontaneously combust. Not a good start to the morning, really.
After putting out the flames with his pillow, he placed the now-scorched bedding back where it belonged and threw open the window to get rid of the burnt-plastic (and cotton) smell that now pervaded his room.
Oh today was going to be really excellent.
Sighing slightly, he set about his morning routine, managing to get through it without any further mishaps, which - while not getting rid of his bad mood - at least mollified him slightly.
"A day is only as bad as you make it." He told himself in the mirror. Just because it had started badly was no reason, statistically, for it to be bad all day. Of course, with his luck, no matter how positive an outlook he tried to have, a day started badly would end badly too.
Trying not to think about that too much, he took one last glance to make sure he was presentable and left the room.
