Powers: Shapeshifter - Devin can change form into that of a large black dog. She still has her own mind while in the animal form, though her hearing, sight, etc are that of the animal. The longer she spends as a dog, the less human she is both before and for a short while after she changes back (she also has a few somewhat dog-like traits most of the time), sometimes she gets stuck unable to turn back for a while, when that happens she retains only the most basic sense of self and her doggy traits are extremely pronounced when she finally turns back.
If she shifts with clothes on, well, she ends up a dog wearing clothes.

General Appearance: Devin is a pretty girl, tall, slim, blonde, and at first glance you might mistake her for that stylish, pretty popular girl.
You'd be wrong.
Devin will wear stylish clothes only if they happen to be the first thing she picks up on a morning. She seems to have her own style, but that's just because she has a knack for picking out clothes that suit her on the rare occasions she goes shopping, and she has a tendency to stick with what works. She's not exactly scruffy as such, she just doesn't bother taking the pains with her image the way you might expect. The only reason she gets away with leaving her hair uncombed is because it's naturally wavey and it's hard to tell when she has or hasn't, and she does keep herself clean - but, if she did get dirty, it doesn't bother her.
Occasionally she'll put on makeup or paint her nails, but only ever on a whim.
As a dog, she's a large black shaggy creature of indeterminable breed, it's a little strange that a blonde girl turns into a black dog, but it was the first thing she shifted into based on an actual dog she saw, and the form stuck.
Personality: Devin is one of those girls often described as a 'free spirit', meaning she's got a bit of attitude and she doesn't follow the crowd. She's generally nice, though she can often be pretty judgemental of people she sees as 'sheep', or anybody who appears to value fashion or style above anything else, or 'popular' people.
She can be pretty sarcastic, but her bark is usually worse than her bite - unless she catches you using phrases like that, or anything dog-related, then she can bite hard, even her closest friends can barely get away with it.
If you can see past her snarking, and you're suitably in control of your own mind, she can be a pretty good friend, and, despite the occasional snap, she is incredibly loyal to those she trusts.
Your Vices
Likes: Photography, storms, long runs (she goes for one every morning), reading poetry and playing the piano. If anybody ever accused her of enjoying dog biscuits and a good game of catch, she'd deny it vehemently. That bag of doggy treats under her bed totally doesn't belong to her, whatever anyone might say.
Dislikes: Baths. She'll have showers (quick ones), but she abhors baths. (Yet, pools, rivers, lakes, the sea, any other large body of water, she loves). Vegetables, people who think they're better than everyone else (especially if they have no real reason), all things that she thinks the world would be a better place without. She also hates all of her dog-like traits, and even mentioning them is a surefire way to irritate her.
Strengths: Loyalty - she'll stand by someone once they've gained her trust and it's hard to dissuade her, if they need her, she'll be there.
Musically gifted - Devin's been learning the piano since a young age, and she's gotten very good at it.
Confidence and tenacity - Devin knows her own mind, she's very strong-willed and she's not afraid to fight for what she believes in, it's hard to put her down because she's so self-assured.
Weaknesses: Dog-like traits - She might deny them and hate them but she knows they're there, and while some of them aren't so bad, others are. She's not exactly going to sit up and beg for the first person that throws her a dog treat, but if the right person shouted 'here girl', she'd be running before her brain registered the call.
Sarcasm - Devin's got a quick wit and it isn't always very friendly, she doesn't actually mean anything by it but her words can be a lot more hurtful than she thinks they are, and it's often hard to coax an apology out of her if she has been crueler than she meant to.
Fears: Devin's terrified of getting stuck as a dog forever, and some days it makes her more hesitant to even voluntarily shift.
Secret: Devin's had a few wild nights that she doesn't talk about, and there's those hidden dog-treats that she'd never admit to having on pain of pain, but mostly she's quite upfront

History
Devin was born to Mary and Nigel Sykes when the two of them were both quite young, and for the first few years life was very difficult. They struggled through with minimum wage jobs, and things only got worse when Devin's little brother Lonan was born. Devin got used to not having a lot in life, and became comfortable with what she did have - developing a quick and sarcastic manner to deal with those who might want to bully her for being poor, even at such a young age, she was already getting into scraps with anyone who picked on her or her brother.
Things started to look up when she was ten, her father got a promotion at work and the family could finally afford to live a little more comfortably.
When she was eleven, Devin was playing in the park near their home, there she made a new friend - a big black dog owned by one of the neighbours. Playing with the dog while its owner was distracted, Devin wished she could be a dog as well, it looked like so much fun.
A strange sensation and a pile of ripped clothes later and she was running free, looking just like her newfound friend.
It was two days before she returned home, muddy and scratched up and wearing nothing, but grinning like a loon. Her parents were frantic, and convinced something terrible had happened to her, especially when she started talking about being a dog.
They dragged her along to a child psychologist at the recommendation of the police who had been helping to search for her, however after a few sessions the psychologist realised that she was telling the truth - possibly because she turned into a dog right in front of him. That's about when Hammel got involved.
Devin, somewhat mature for her age, was glad to go to Hammel, even if it meant moving a long way away from her family - she was excited to go somewhere so fancy, and knew that life would be much easier for the Sykes' with only one dependant child.
She thrived at the school, though she certainly had a few run-ins with students and teachers alike, her cocky, confident attitude and sarcastic wit not always winning friends and influencing people, but she came to terms with her powers and grew to love them (mostly), even if they were unpredictable and she spent an awful lot of lessons in canine form, and she had enough charm to make a few close friends, and even gain the favour of some teachers.
It all started to go wrong when she was fifteen, she went through a bit of a wild patch, skipping lessons, not keeping up with her training and sneaking out, but after a year or so, and several sessions with Sean, she started to calm down, realising she was just acting out to get attention - mostly from her parents, who only sent periodic letters and had never visited. She came to understand that misbehaving was only going to make things difficult for them, and they hadn't visited because they couldn't. She managed to get enough money together to make a trip to see them that helped a lot, and while she still has her moments, she's calmed down a lot now and is ready to earn back some trust and focus on her studies once more.
Roleplay Example
It was a sunny day, and it might not have been all that warm but that didn't matter when you had fur. Devin took one look at her sports gear and decided not today. She was supposed to be keeping up with her other training, and that meant practicing voluntarily changing into a dog and back.
What better time to do that than for her morning run? It was as ridiculously early as always, so nobody was about - that meant any involuntary turning back wouldn't be too embarrassing, and she didn't have to hold back on how much she enjoyed herself as a dog, or try to act too human.
It wasn't long before she was padding down the stairs, watch on a collar round her neck (a new trick she'd taken to using, so she could set an alarm and know when she needed to be back), then it was a simple matter of jumping on the handle to open the back door, a sneaky look around and a switch back to (unclothed) human to shut it again, and then she was bounding off into the dawn.
Moments like this made all the dog biscuits and 'bitch' comments worth it.
