Powers: Tactile power suppression - The same as normal power suppression, but through touch. This version is a bit easier to control as it only affects one person per use if ever and requires people to be touching. Celia can make powers work on a lower degree of what they're normally used at by something as normal as a handshake, but it requires some kind of focus to let it take hold.
It requires a touch with both hands and a good amount of focus to cancel out a power, and if that works it can last for hours on end as long as she keeps physical contact, but ends when the contact ends.
She also cannot use the power for hours on end, one hour being her stopping point due to not wanting to hold people for that long. Her actual limit is unknown to her at the moment. [between you and me, it is two hours]
Also, after every use of the power she'll need to ''recharge'' her ability. This usually takes about an hour, and with practice she'll be able to reduce it to thirty minutes.
She will feel extremely tired when having used her power, even if only for a few seconds though the feeling is amplified if she uses it for greater periods of time. This has even caused her to black out a few times.

General Appearance: Celia isn't your typical girl. Standing at 5'4'' she is not the tallest girl you've ever met, but this doesn't mean she doesn't stand out in a crowd. She sports blue hair, usually with green highlights but she has been known to have blue hair with pink highlights or just go with red hair.
She never goes anywhere without fixing her hair and the only thing that would distract people from her lengthy blue hair are her piercings, she has half-moon shaped piercings in both ears and, as if that isn't enough has a piercing in her eyebrow, in her nose and her lower lip. This will have most people thinking she is a rocker-chick and she would agree as she not only likes the music but quite often wears clothes that deviate from the ''norm''.
She's often seen wearing black studded clothes, her arms covered by sleeves that don't attach to anything with tears present in most of what she wears. But she isn't above wearing simple tank tops if she's in the mood to show herself off, and also isn't above wearing formal clothing, though formal to her mostly involves covering up what she wants people to see with a coat or a second layer of clothing.
Personality:When first coming across Celia most people would back off a bit but this is mostly just in her looks. Sure she can snarl at you but only if you give her reason to, she's nice when you get to know her, promise! When she first meets you it won't be a game of patience to see who speaks up first, she's nearly always the one initiating conversation. She's a girl that if she has things to do she will put them on the backburner if you want to pay her a visit or want to have a conversation. The only thing she won't do though is change the music she may happen to be listening.
Despite her appearance she'll be inclined to hug you the first time she meets anyone. She's not afraid to touch anyone even with her power in play. While she knows it might annoy some people she knows she means well, and in the end that is all she will remember. She's not one to worry about anything, and when she does find something that seems a bit weird she'd likely keep it to herself than talk about it.
She, however, is not above telling people how she thinks and as such will come across as cold to lots of people. But she has learned to cope with this and while at first she was irked by people saying this about her she knew it was only in their best interest. Any Other Important People:None she remembers.HistoryBorn on august 3rd 1989 was Celia Gaines, daughter to Eve and Christopher Gaines. Despite the state of that very due it was the happiest day of their lives and the start of a new age for them.
Whether this new age was a good thing or not remained to be seen and explained in the future as her mother was leagues more happy with their new daughter then her father was. What no one could have guessed was that the man had been wanting a son instead of a daughter, something that he was able to hide with near perfection due to him being happy of having a child rather than a daughter. That he wasn't happy with the gender was something kept a secret until Celia would turn six.
When she turned six she was beginning to show some ''girlish'' traits and over the course of the year she made friends, and most of those were girls rather than boys, forcing her father to accept he had fathered a girl and was no longer able to tell himself otherwise though keeping his disappointment to himself rather than sharing it with the people around him.
For six years after that no one knew of her father's disappointment aside from her mother, who was shocked to find out and kept it to herself, which made her more skittish and protective of her daughter on top of more paranoid about what Chris might do despite him having never acted before besides giving her the occasional masculine nickname. ''Slugger.'' ''Sport.'' Even ''Buddy.'' Rang a bell from time to time, something she had grown up with but didn't impact her in a way that would stay with her throughout the years.
Not until she hit puberty at least, when she began bringing home a lot of different guys which her parents both knew were to rebel, and perhaps tell her dad she wasn't one of the guys. But he kept on trying by bringing her to shooting ranges, hunting trips, everything even remotely manly.
All things aside, she grew up perfectly well with knowing who she was through not wanting to pretend with anyone, though this got her a little distant at times up until she was caught being a meta-human. No one had really seen it coming, and Celia had next to no idea herself. Sure, her meta father had been complaining about some slight hiccups in his own ability which so happened to take place right after he and his daughter touched, but they never really looked into it.
Right up until one day, one week after her fifteenth birthday she got into a fight with her parents and she was angrily leaving the house when her dad tried to stop her by grabbing her arm, something that resulted in his power malfunctioning for the next two days.
People had come around to pick her up when her father had phoned this in, realizing that, because he was the only one complaining about it, it would have something to do with meta-humans. This thought was confirmed and she was forced to go to Hammel within a week.
The first few years at Hammel were filled with her trying to get her power under control as more and more people complained about her touch there to the point of her vowing never to touch anyone again. But she didn't last long as she found people she liked to touch, so the only option was to master her power.
As she left Hammel to go to Greenview she got the message that her parents had broken up with the added message that it wasn't due to her. This only made her feel it was because of her. She went into a bit of a slump and ran into major issues at school. Luckily there were people willing to help, and she made it, if only barely.Roleplay ExampleLucas Blacke is a good example.
