General Appearance:
Marcos isn't the kind of man you'd notice at first. He's not particularly handsome and, more often than not, looks kind of scary if you find him in a particularly bad mood. He has a scruffy, uneven, uncared for beard and messy hair that usually gets combed back with one hand. It's also apparent that he's balding, but he doesn't care much for it. And that attitude just shows all over.
When he's not in uniform, Marcos usually wears jeans and whatever t-shirt with whatever sneakers he can find. He just doesn't care enough about his appearance to make any effort. Besides, it's not like he's trying to look good for anyone, so who cares?
The one thing you can notice about Marcos appearance that would seem off is that he's always well covered. He comes from a very warm place, so to him any weather in Pilot Ridge is far too cold for his taste. He also has a slight tan over his nose and cheeks, a residue from living in such a sunny place for so long.
Personality:
The main word to describe Marcos is laid-back. Sure, he's a cop, and sure he cares about kids and laws and anything that relates the two, but he's also pretty relaxed about his job. He believes kids should be kids, considering how sneaky and troublesome he was as a kid, so he understands, for the most part, most crimes kids commit. Sure, he wouldn't just forgive anything too serious, but if he finds a kid roaming the streets at night, or even doing some graffiti, he'd probably let them go with just a warning, especially is they're metas, particularly if they're girls. Ah, he has a weakness for little girls. Not like that! He's just constantly reminded of his daughter when he sees young girls with meta powers. Just so cute.
Marcos is usually friendly and nice to everyone, but he also tends to push other people's buttons when they show any behaviour he doesn't approve of. He particularly dislikes any behaviour against metas and, while he'd try his best to be cordial, he'll still be honest enough to let you know he doesn't like you.
In his job, he's your usual "good cop", wanting to help out anyone instead of just finding justice. He tends to be compassionate, believing everyone is a result of their circumstances and not believing anyone could be truly bad, particularly when dealing with young people.
Lately though, after losing his wife he's gotten more quiet. It's not like he's not friendly anymore, but rather less inclined to talk with strangers, much less start a real relationship with them.

History
Marcos story is pretty simple. He was born in Mexico city to a very loving family. Sure, his father Ignacio had a small drinking problem and his mother Maria tended to be a bit too strict with her children, but overall it was a normal childhood. Well, as normal as the son of a meta could be. María could read minds, which was always scary for a child, but that didn't keep him from getting in trouble from time to time.
He was always the kind of person who'd easily make friends, being laid back and not actually minding what other people did. This made him easy to relate to, but even if he always was the kind of person to get invited to parties and to hang around with a large group of people, he was never the type to get close to others. That is, except Rocío.
Rocío was his neighbour growing up, actually meeting her when he was two years old. See, Rocio's mother was friends with Marcos' mother, so the two saw each other frequently. Like with many children, their relationship started out with him mostly ignoring the younger kid, but with time she'd become a part of his day to day life. They'd all walk to school together, Gustavo, Marcos and Georgina, along with Rocío.
She easily became his best friend and, when time came, his girlfriend. He never truly thought of anybody else. It was just easy to see the two would end up together. And by the time they were in high school, the two did ended up dating.
They married young, when he was just 23 and out of university, having studied forensics, and she was still a student in fashion design. They waited until both were working and had started their life to have children, planning everything as it was Rocío's usual way of dealing with things. By the time he was 26, he became the father of a pretty little girl and, for a while, things were perfect. A while being full thirteen years.
Marcos has a strong relationship with his daughter. He would try his best to be there for her, learned to do nails, fix hair, play dress up and absolutely adored her, especially so because she seemed to be a tiny version of Rocío, bringing back memories from when they were young. After that, things got a turn for the worse.
Car accident. It all started with a call. Something had gone wrong. He barely remembers it all, getting to the hospital, finding family there, hearing his little girl cry, and being hurried to find Rocío. He remembered saying their good byes, some machine beeping and people pushing him out of the room. There were glimpses of a funeral, of black, of mass after mass to her name, and then nothing.
It didn't help that a few days later, his little girl started to show her own powers (leaving them open in case someone takes the character) Soon enough, Hammel representatives showed up to take her away, and Marcos would be left alone. Thanks to Hammel's help though, he managed to move from his home country to the US, getting settled in Pilot Ridge to stay close to his daughter as she does her training in Hammel. He got a job as a policeman and has been there, living in a tiny apartment, ever since.
In his time in Hammel, he hasn't made many friends, still shaken by the death of his wife. In fact, his personality seemed to have changed, making him quiet instead of chatty and much less friendly to others, always seemingly losing track of what he's thinking of.
