If you want to plot with any of my characters (as of now there's just one, but shush, you) this is the place to tell me, I'd wager.
So this little weirdo is a strange case. Basically, he's a regular kid who's powers are slowly turning him into, more or less, an emotionless sociopath. He tries to fake it, but he's not always as good at it as he wants to be. To kind of get a feel for the idea of his personality, imagine someone like Dexter from the TV show of the same name (just without all the serial killing, mind you.)
Do you want to be his FRIEND? That's not too terribly difficult to do. He's easy enough to get along with, but to really get past 'acquaintances' may be a difficult journey, since it would require getting him to actually legitimately feel something for you. Don't feel bad, he wants to, it's just harder for him. He's got enough of a hold on his humanity that close friends are going to be taken very seriously and treated very well, it's just going to take a lot of patience (and probably some similar interests - computers, building stuff, video games, or music).
Do you want to be his ENEMY? Once again, having people who mildly disapprove of him, or who he finds generally unpleasant as a whole, will not be difficult. Just about any 'extreme' personality (in any direction) is going to irk him. However, it mostly stops there, with him feeling little more than vaguely nonplussed at the situation. If someone's going to be his actual foe, they're going to need to keep pecking at him, and really get under his skin, so to speak. That said, I welcome the chance! The character wasn't designed to have too many enemies, so the more I can actually acquire, the more fun it will be.
Do you want to be his LOVER? Take all the difficulty of being his friend or enemy, and multiply that a few times over. A close friend could become a lover, but Reeve is going to always be emotionally distant in a way that people can tend to deal with in a friend, but less so for someone more intimate. It will take a girl (girls only, I'm afraid Reeve only swings in one direction) who's not only patient with his weird emotional issues, but can also take whatever small amount of passion and/or intimacy he can actually give and not expect more. I never said it was going to be easy (and/or possible).
This guy's got a few things going for him: He's kind of a cowboy wannabe. He likes his western wear (cowboy boots and Stetsons, y'all), he speaks with a southern drawl, and even his name sounds kind of like a name a cowboy might have. He's also a bit of a dick sometimes. He's not just ex-military, he's ex-military bad-ass, so expect him to show that side of him a few times a day. He also really really likes football.
Do you want to be his FRIEND? Are you white and/or straight? Good, you're already a step ahead of everyone else. Basically, Dusty's kind of a bigot, but he's not a sign-toting freak about it. If you're interested in becoming buddies with Dusty, he'll take any and all comers, as he's generally a pretty friendly guy. Being in the Army, he's all about Don't Ask, Don't Tell, so don't let anyone's sexual orientation stop them from trying to befriend him. I'd actually prefer to get him to open his stubborn mind about stuff like that, personally. Otherwise, the friend category is nearly wide open; I'd actually really like for him to have a few really good buddies who he can 'bro it up' with at the Institute, and general acquaintances/regular friends are great too.

It'll take more than just some loudmouth cocky person to actually get under his skin, in fact, he'll probably just try to out-cocky anyone who tries, and will take it like it's a game. So he's not like Reeve, strong personalities are intriguing to him. No, to get on his bad side, you actually have to do stuff that he thinks is reprehensible. Mistreat people constantly, steal, cheat, lie, anything like that. If he finds out you're not a particularly 'straight and narrow' type, he won't take much of a liking to you. Speaking of 'straight and narrow', like I said before, just being different than him won't mean he hates you, either. Homosexuals and 'them foreigners' will be treated with nervousness and distance, but hate? Nah, hate's too strong a word for his attitudes on the subject.
Do you want to be his LOVER? Dusty's not too much of a flirt, but he does appreciate a beautiful women as much as the next guy. Some casual dating amongst his fellow staff members or Pilot Ridge citizens is very likely, and a real, committed relationship is also not even a little bit out of the question. The biggest hurdle a potential long-term girlfriend will have to leap, of course, is probably either his moodiness or his narrow-minded views. If she can get over that, then maybe all the right sparks can fly!
