General Appearance:
Amelia's half-Venezuelan heritage is readily apparent, from her tan skin to her dark brown, almost black hair. She keeps her hair shoulder-length, because that's easy to sweep back into a pony-tail when performing but not so long it takes centuries just to wash and dry it.
She's very low maintenance as far as clothes go, preferring cargo pants and tank-tops to anything glamorous or skintight, and unless she's on stage she keeps her makeup to a minimum. Really she just can't be bothered to doll up if she isn't working.
She's just above average height at 5'6" though one wouldn't know it as she tends to slouch unless she's specifically performing, and though she doesn't have the time or the money to think too much about things like organic eating, she's managed to stay in shape as much because she's young as because her job requires her to be physically fit.
Personality: Amelia is, first and foremost, almost painfully passive. It's easy to bully her into doing almost anything because she simply won't stick up for herself. She has difficulty asserting herself because she wants to be liked, to be well-thought of, to just get along with everyone. And thus she gets taken advantage of time and again.
When she does try and state outright her desires, she does it in the most roundabout way possible so as to not seem pushy or confrontational, which can easily deteriorate from into passive-aggression if she isn't careful.
When she isn't being passive-aggressive, however, she's quite tactful, able to sugarcoat almost any criticism she may have. If she seems to use a lot of qualifiers, that's because she's discovered that these make her opinions appear less threatening.
And really, she's not threatening, a fact she uses to her advantage when forced to deal with carnival patrons. She can do a fairly good job of hiding whatever anxiety she has in dealing with people and lure them in with her desire to please.
That desire to please is also useful when dealing with customers, as it manifests in more helpfulness than is strictly required by her job. Ask her for help and expect her to do everything within her power to do so, and then to bemoan the fact that she can't do more to help.
She's not exactly the most cheerful of people, either, tending as she does to the most pessimistic option available. She's a tad bit insecure, which colors her interpretations of other people's actions and dialog, and which leads her to stick very closely to anyone who reaches out a hand to her. Unfortunately, that tendency to cling also tends to drive most of those people away, which only makes her cling harder to the ones left.
Of course, anyone who can tolerate her insecurity will find themselves with a loyal friend. She'll swallow her dislike for confrontation in order to stick up for those she considers friends (generally in a timid way, rather than a brazen, not-giving-a-damn way) particularly if the person she's defending is already sticking up for him or herself and so she can show solidarity rather than drawing aggro.
A big problem with being as insecure as Amelia, is that, while she tries to do what other people want, it isn't so much out of interest in them, it's out of interest to be liked. She's really quite self-centered that way, and frequently is too focused on her own insecurities and problems to notice anything that is going on with other people.

History
Mark Jeffords met Cecilia Velasquez when she was working the carnival ticket booth one summer between college semesters. She wasn't initially interested in him, but with a great deal of persistence -- three summers worth, in fact -- he eventually won her over. Three years after that they were married, and six months later came little Amelia.
Her first several year was spent with Cecilia and her parents in Greensboro, North Carolina, while Mark continued to travel with the carnival. Once Amelia was old enough to walk she and her mother returned to the carnival, and little Milly was passed about to be looked after by anyone with the time to spare.
When Amelia was five her baby sister, Cassandra, was born, and once again Cecilia went to live with her parents while she cared for her baby, but Milly was left with the carnival and her father. She missed her mother terribly and whined at him constantly about it until he promptly passed her off to Ms. Milliner. Not the best of moves, perhaps, considering that she was a drunkard and barely watched after her own daughter, Lyra. Lyra, however, was far more assertive than Amelia and took the younger girl under her wing, protecting her and sticking up for her and allowing her to tag along everywhere.
As she grew older she was put to work around the carnival, anything from selling funnel cakes to taking tickets outside of attractions. Because Lyra was one of the hoop artists Amelia spent any time between jobs watching, and despite knowing that the hoops were dangerous she practiced them with her friend because she idolized Lyra and if Lyra did the hoops, then she wanted to know how, as well.
The two girls swore that they would leave the carnival together one day, run away, start over somewhere they weren't ignored and oppressed, but then Lyra's mother kicked her out.
And Amelia didn't know. As far as she knew, her friend had run away and left her.
Of course Lyra would leave her behind, she probably thought Amelia was annoying, never really meant to go together. She was stuck at the carnival, alone, nobody to stick up for her, and so when she was pushed to replace Lyra as the hoop act she couldn't see any reason to say no. She had practiced with her former friend, after all.
It wasn't until after a few months had passed that Hammel sent a letter saying they had found L.C. and she was to stay there, in boarding school, but even with this knowledge the damage had been done. Amelia was sure that if Lyra cared she would have come and gotten her, too.
But without her protector she's found herself feeling more and more alone, shouldering more and more duties that Ms. Milliner has thrust upon her. And while she was bitter for a long time she's finally gotten desperate enough tostealborrow the letter sent to Ms. Milliner to find Hammel's address, hoping to get in touch with her childhood friend.
