HALFWAY INTO THE DARK

After the events of "End of Time", when using the Master as a link to break out of the Time Lock had failed, it seemed that all was lost for Gallifrey. But, even mortally wounded as he was, the Lord President and founder of Time Lord society, Rassilon, still had one more last-ditch attempt up his sleeve to escape the Moment. There was still one more surviving Time Lord, and they still had a part of that Time Lord in the Citadel - the Valeyard, as much an undeniable part of the Doctor as any of his past selves. It was still a tangible possibility that the Doctor could become the Valeyard, and the Council used this potential to weaken the walls of the Time Lock. Rather than the apocalyptic ripping through that had been tried with the Master, this link is less tangible, and so more gradually eroding the Time Lock, allowing Time Lords with a powerful enough method of time travel to break free.
They are spreading through time and space, filtering into the timelines of the Ninth and subsequent Doctors...but of course, a door once opened can be near-impossible to close again. The rest of the contents of the Time Lock are also leaking out, over time, the horrors of the Time War encroaching on the once-oblivious universe.
What does this mean for this universe?
Well, for this universe, it means you get to play Time Lords! Woo!
And for the Whoniverse...that remains to be seen...

We're pretty easy-going with rules and whatnot - just so long as you can type a decent paragraph and spell, and so long as you give it your best go with a proper love of your character, you ain't gonna get told it's "not good/long/plot-centric enough". Have as many sub-plots and threads as you like - hey, just enjoy yourself! Would love to have you.
