Powers: Meta Tracking -- Chuck can sense other meta humans within a 100 mile radius. He can't tell who they are or what their powers are, however, unless he has met them before, in which case he describes them as having a familiar pattern. If he is inside a building or car he has a more difficult time tracking those outside; he says it makes everything outside sound like the static when a radio station goes out of range.
His side effects include the common headache, as well as vertigo when in the presence of too many other meta humans at once.

General Appearance:
At exactly 6' Chuck is a tall man, and his angular appearance adds to that impression. He's thin, long-limbed, and rather bony. He has bony elbows, useful for pushing his way through a crowd, and because of his height they reach other people's shoulders and heads and thus people are prone to getting out of the way.
He has quite pronounced cheekbones and a chin that's too angular to be quite square, though his goatee tends to hide that fact. He shaves his head, allowing only dark stubble to show.
His clothes tends to be simple but professional. His jeans and jackets are tailored, and generally paired with a plain white t-shirt and perhaps a scarf. He always wears a belt, because he thinks it's sloppy to do otherwise; likewise, he tends to wear dress shoes rather than trainers. His wardrobe is predominantly made up of neutral colors: tans and greys and browns and some navy. It's a rare occasion indeed that he deviates with something more colorful.
Personality: Chuck is the sort of person who needs a lot of external validation. Although he tries not to let this show, he easily becomes unhappy if his achievements aren't recognized or if he feels unappreciated. He attaches to those who do validate him, which can be emotionally exhausting for his loved ones, leading to their withdrawal and his depression....
Of course, this need for external validation has lead him to being quite reliable; he won't let other people down if he can help it, otherwise why would they like him? This tends to conflict with his tendency to procrastinate, however! The more stressed out about an errand he is then the more likely he is to put it off until the last minute. Important paperwork and chores linger until he has no choice but to finish them: and finish them he does; his work always gets done, and if there is a deadline he will meet it. But he will also stress himself out putting things off and then rushing to finish at the last minute.
He tries to notice other people's needs and respond accordingly, as well; again, there is some element of selfish desire for praise as motivation, but he also genuinely cares about other people and dislikes suffering intensely. As a result he's a very good listener, and is always willing to lend an ear to those who need one. He does not, however, take well to advice or other forms of meddling in his own life; he wants to listen to your problems, not what you think he should do about his.
When talking with others he tries to tell the truth in the most tactful way possible, deflecting if he thinks something will hurt someone else's feelings. He dislikes outright lying, but he isn't above attempting to change the subject to something only tangentially related and hoping nobody notices.
When he wants something he'll work hard to achieve it, although most tasks are punctuated by periods of doubt and self-criticism. With anything that isn't easily finished he seems to always reach a plateau of frustration before being able to finish.

History
Chuck is the oldest child and first adoption of a rather well-off couple with a bit of a rescuer complex. He was already a toddler when they adopted him, so much like Ricio he has some vague memories of his life in Nigeria and the mother whose death resulted in his adoption. The Millers chose to keep his name, ostensibly because he had already grown used to it and adjusting to a new family and a new country would be difficult enough without a new name. Now he suspects that they just wanted everyone to know he was from Africa and not from America.
They went on to adopt three other children, carefully selecting countries so that they could be the brave white rescuer. They weren't terrible parents, but they were distant, their duty to the world over after they had built a suitably multicultural family. They left the care of their children to nannies, their desire for status not extending to actually raising children, and as such Chuck and Ricio began referring to their adoptive parents as The Collectors.
His powers didn't manifest in any big or dramatic way. In fact, he didn't even realize that he had them; a simple blood test at the doctor was the determining factor that had Hammel's recruits fetching him. Two years later Ricio joined him, to his rather great delight. Hammel was a lonely place, away from the siblings who had made up most of his playmates growing up, and he had a feeling he had lost favor with recruitment.
This feeling was exacerbated once Ricio joined him, and suddenly he felt it was the two of them against their sisters when at home. He began electing to stay at school over the breaks, but with Ricio there this wasn't as bad as it could have been.
He didn't stray out of the North-East for college, heading down to Pennsylvania where he majored in journalism and mass communications. While there he met Philly native Genevieve Watson, and the two soon found themselves gravitating towards one another despite drastically different lifestyles and personalities.
But she didn't argue when he put Ricio up for a week, and in fact seemed to take his brother's side against his own arguments that Reese needed to stop running away from whatever ailed him.
They had a rocky courtship, on again and off again for three years. Then during his senior year Chuck and Genevieve became engaged. She moved to Pilot Ridge with him, commenting on what a quaint town it was, seemingly charmed by the whole thing.
Their happiness didn't last.
The marriage had been an extravagant affair, far more lavish than Chuck had been comfortable with, but Genevieve's parents had offered to pay.
Then they had asked to be paid back.
If this wasn't enough stress their conflicting personalities lead to arguments at home, when Genevieve bothered to come home at all. She spent more and more time in Burlington, away from the small town she was beginning to resent. There was so little to do here, she complained, and it was so far away from her family. She had no friends here. Even Burlington was too small and cramped for her liking, though at least it had a more active night life.
One morning he awoke to find her gone. She had packed her things and moved in with one of his coworkers in Burlington. He spent the next several months trying to woo her back, until she finally filed for a divorce.
During the divorce proceedings he applied for work at Pilot Ridge's newspaper, quitting his job at a small Burlington paper, not wishing to see the coworker his wife was still living with.
Although they hadn't always (or even most of the time) gotten along, her leaving devastated him. He had considered her his closest friend, other than his brother, and Ricio was on the other side of the country without a number to be reached at. He was lonelier than he had been even when he had first come to Hammel, and as soon as the divorce had resolved he made his way out to California to find his brother. This task took a week and a half, as he didn't know where Ricio was beyond that he had last been heard from in San Diego, and his method involved hunting down any meta humans he felt outside until he found Ricio, which involved a lot of driving up and down the streets with the top of his convertible rolled down.
But he managed to find his brother despite the difficulties.
It's been four years since he convinced the younger man to move back to Pilot Ridge with him. While he hasn't succeeded in getting his brother to give up on his vagrancy at least he knows Ricio has the option of living with him if he ever needs it. He still worries about what will happen as his brother ages, or if he's afflicted with poor health, but he tries to keep those concerns to himself and enjoy Reese's company and friendship.
