Nicknames: None. But while you're here he would like to point out that it's pronounced sess-ul.

Powers: Thought and imagination projection. Cecil has the ability to project his thoughts into the mind of another. It can be words or a visual image; as long as he can picture it clearly in his own mind he can communicate it with another and they can hear or 'see' it as clearly as he can. He has full control over this ability, he is not constantly streaming out his thoughts to whoever is nearby (thankfully). He is able to communicate like this within a range of around 250 metres but it is more affective the closer he is to the other person. Cecil can affectively project to no more than ten to twelve people at a time. Any more than that and the words or images become distorted. He cannot hear or see the thoughts of others, only send out his own thoughts or images to them. Cecil does suffer from audio and visual hallucinations if he has been projecting for a prolonged period of time; sometimes these appear as nothing more than echoes of what he has been projecting but sometimes they can be quite severe and terrifying. He has developed something of a reliance on valium to try to help manage these. He also cannot remember ever dreaming, but he doesn't know if that is a side-effect of his ability or just a random thing.

General Appearance: At 6ft tall and with a decent muscle build Cecil has the potential to be very intimidating, but that image is often spoiled by his easy smile and generally relaxed and open posture. He occasionally sports a little facial hair but it is usually trimmed and tidy, and his mid-brown hair is usually kept in a carefully arranged 'just rolled out of bed' style. Cecil does take some pride in his appearance and likes to look good, even when he's just out for a run with the dog or hanging out around the bar. Despite this he doesn't have much care for labels or brands and is not a snob about exactly what he wears; if it looks good he'll wear it regardless of who designed it. He rarely wears anything in the way of jewellery besides a simple wrist watch, though his left ring finger does still have a slightly paler band of skin from where a ring used to sit.
Personality: Generally a very pleasant and outgoing person, Cecil is very sociable and easy to get along with. He is an adventure sports nut and takes great pride in keeping physically fit and healthy, leading to him spending most of his free time doing something active outdoors. He is a proud Welshman and can get a bit antsy if called English, also if people insist on pronouncing his name wrong. However he is generally fairly laid back around other people and is easy to talk to, something that comes in great use considering his job. Though Cecil has a dislike of confrontation he is not a coward and will not back down from an argument or fight that he feels is justified, though he will always try to talk people out of it if he possibly can. If push comes to shove he will introduce his rather impressive right hook into the equation, but only as a last resort. God help you if you upset his dog. Cecil is incredibly protective of his bar and especially of his staff; he is a firm but very fair and understanding boss. He expects high standards but is quick to reward when they are achieved.
Outside of work and sports Cecil is something of a geek; he loves playing Dungeons and Dragons and though he very rarely gets to do that any more, he still loves writing campaigns and painting miniatures when the weather is too bad for him to be outdoors. Though he isn't really a big fan of comic books he does read several webcomics and has a deep love for anything fantastical with the exception of the modern vampire/ werewolf movement, which he thinks is a load of b*******. Though his job has given him a pretty good understanding of music he doesn't really follow it and he is pretty much tone-deaf. Cecil leaning on valium does sometimes cause him to go into periods of very uncharacteristic melancholy and drowsiness, something he tries to counteract with activity or alcohol but not always successfully.
Cecil has been divorced for a little over a year now, and though he has adapted well to single life he does still bear a deep bitterness about what happened. The situations leading to the divorce and the proceedings themselves were very hard on him and though he is glad to have dealt with it, he is quickly learning that he misses the close company and companionship that he shared with Aaron before everything went sour. He has hopes that one day he will once more be able to have that connection with another man, but considering that Aaron was his first and only (and that he himself is now pushing 40) he is a little concerned that he might not get that chance again.

Strengths: Endlessly patient, vivid imagination, superb storyteller, brave and willing to try anything, very physically fit and able, firm friend, loyal and honest, sensible and calculating, fluent in both English and Cymric.
Weaknesses: Easily hurt, sometimes has a habit of pushing himself too far in certain situations, moderate valium reliance, sometimes takes things a little too seriously, is a smoker (he knows it clashes with his fitness freak side, he doesn't care).
Fears: Losing his imagination, being completely alone, finding out he's got a fatal illness, losing his physicality, severe hallucinations.
Secret: He has a bank account tucked away that he puts a handful of dollars in every now and then. It's his emergency back-up fund in case he ever decides to go back home.

History
Seren gave birth to Cecil and his twin sister Carys in Llandrindod Wells Hospital in Wales, and the family lived together in the coastal town of Aberystwyth. Life was good for the happy and ever-growing family, with long summers spent either enjoying the idyllic scenery around their home or taking package holidays abroad to Europe. Despite their trips to France, Italy and Germany, Cecil's favourite place to visit was always the Cambrian Mountains near his home. With their rolling hills and forests untouched in centuries, he would happily spend hours at a time exploring the caves and climbing the trees; a little adventurer exploring his kingdom.
When he was six Cecil joined the Beavers, the first step to becoming a boy scout, and he took to it with a burning enthusiasm. Cecil was very quick to learn and earned his badges quickly, and his parents could not have been more proud of him when he turned eight years old and successfully graduated to Cubs. Cecil's enthusiasm only increased over time, the outdoorsy youngster loving nothing more than the adventures and camps that they were often taken on, and he literally danced with joy when he turned eleven and became a Scout. It was the happiest day of his life to date.
As Cecil matured he became more and more physically active even outside his scouting life, regularly going jogging with the family dog and enjoying adventure sports such as rock climbing, surfing (though he wasn't very good at it) and roller blading. For his twelfth birthday Caradoc paid for Cecil to go hang-gliding over the Cambrian Mountains that he loved so much. To see his favourite place in the world from a bird-eye view was the ultimate joy for Cecil, and he still believes it is the best present anyone ever gave him.
However, life took a very dramatic turn for Cecil one day in summer 1988, when he was fourteen years old. Cecil was with his family watching the Welsh National Surfing Championships at Freshwater West in Pembrokeshire and the young teenager was getting increasingly excited as his favourite surfer was coming to take his turn. He was thinking about the announcement that would be made when Simon Anderson took to the podium to claim his trophy. Cecil was incredibly surprised when, as the announcement in his head reached the climax of Simon taking the trophy, a small group of people stood around him started a rather confused cheering despite the fact nothing much was actually happening in that moment. Unbeknownst to him, Cecil had been actively projecting his thoughts outwards to the affect that some of those immediately surrounding him thought they were hearing an actual announcement. Also unknown to Cecil, there happened to be a Kocher Haute École meta-human tracker in the vicinity also enjoying the day's surf contest.
Cecil's recruitment was an ugly one, with the entire family fighting tooth and nail against him being taken away to Switzerland. Eventually the school had to resort to the courts to take Cecil to Kocher, but even after his arrival at the school the administrators faced a constant battle against Seren and Caradoc, not to mention Cecil's constant protests and intolerable behaviour. The school worked tirelessly to try to ease the aggression the family felt towards them, and they eventually found the key to lie in keeping Cecil active and involved outside the classroom. Even though he deeply missed his beloved family and Scout troop, Cecil quickly found a love for hiking, mountain-biking and snowboarding. Appeasing his sense of adventure was the calming factor for the whole family, and after the first few initial horrific months Cecil settled down and became an attentive and willing student.
While at Kocher Cecil befriended a number of students, and due to his ability he was often asked to tell stories and make up adventures as he was able to project the image he was seeing into the minds of his friends, letting them 'see' the monsters and heroes exactly as he saw them, making it all seem more real and awesome. A few of his friends were very much into the RPG Dungeons & Dragons and Cecil was quickly adopted into their gaming circle thanks to the fact that he could let them vividly see the monsters and battles as they were told. Once he was familiar with the rules and how the game worked he was promoted to the groups Dungeon Master, and the twice-weekly gaming sessions became a pretty big deal to the group thanks to Cecil's vivid imagination, excellent storytelling and ability to make the worlds they created that bit more real to them.
When he graduated from Kocher Cecil knew he had missed out on his chance to graduate from the Scouts that he had loved so much, but he took on a volunteer roll within the association once he had moved back home. This didn't pay the bills, however, so Cecil got a job working in a bar whilst he attended Cardiff Metropolitan University studying sports tourism management. It was while working in the bar that he met Aaron, another student that was studying fashion design.
Cecil and Aaron hit it off almost immediately and soon found themselves spending increasingly large periods of time together. Despite their very different personalities they got along incredibly well and after four months of casual flirting and hanging out they decided to take a shot at a relationship. It worked, and the two soon found themselves in love. Life changed dramatically for the pair when Aaron decided that, in order to fulfil his dream of becoming a successful fashion designer, he had to move to London since Wales just didn't have the right 'scene' for it. After much debate and discussion, Cecil eventually decided to make the move with him.
Whilst Aaron quickly found a part-time job working as a lackey in a minor fashion house whilst attending Birbeck University to get his post-graduate degree, it was much tougher for Cecil who quickly found out that his own degree was pretty useless to him in the big city. He once more found himself working part time in a bar, barely scraping enough money together to fund his own PhD course in sports business management. It was a very rough few years for the pair, but they struggled through and eventually both graduated with their doctorates. Aaron proposed at their celebration meal that evening. Cecil said yes.
It was a full two years before the boys made their vows at their civil ceremony as they wanted to save up and do it properly. By then Aaron was quickly moving through the ranks in his job and Cecil was working as an adventure sports coach at a youth development centre, still volunteering with a London-based Scoot troop whenever he had the time. The pair lived happily like this until 2009 when Aaron dropped the bombshell: he was going to move to New York.
The pair had idly discussed the notion of moving to America many times in the past, but that was the first time Aaron had ever said in earnest that it was what he was definitely going to do. After weeks of discussion (both between themselves and with their families), Cecil decided to go for it too. Aaron got into contact and found employment with a major player in the fashion industry in New York, and after applying (and being accepted) for green cards the pair packed up and moved to New York in early 2010. Aaron settled into his new roll quickly, but Cecil once more found himself working in a bar. It was becoming familiar territory for him now and he soon found himself loving his work. Within a few months of his employment there he was promoted to shift manager. In 2011 when New York legalised same-sex marriage, Cecil and Aaron were amongst the first to sign up so they could be officially married instead of just in a civil partnership. Their whole families flew out for the ceremony.
It was the middle of February in 2012 and the bar where Cecil was now manager was all but deserted due to a horrific snow storm. Deciding to lock up early and just call it a night, Cecil arrived home to find Aaron on the couch with another man. Cecil was on a bus with his dog that night, heading out of New York to a quiet little town in the mountains of Vermont where he could be alone while he tried to handle his grief. Staying in a hotel, Cecil had no contact at all with Aaron for several days while he tried to come to terms with what had happened. In that time, however, he quickly fell in love with the sedate town in which he had found himself and, when he found a run-down and unloved bar for sale for next to nothing, he made his decision. He was going to be staying in Pilot Ridge.
The divorce proceedings were long and bitter with both men fighting one another constantly but, in the end, Cecil won the rights to the majority of their shared assets due to the reasons for the divorce. Selling most of his share and getting a loan from the bank, Cecil invested in the Churchkey bar and spent the next few months getting it to standard, himself working in a club during this time so he still had an income. Eventually the Churchkey was to his liking, and in December 2012 it was opened to the public with Cecil living in the converted flat above it.
